The Global Heat Health Information is proud to have contributed to the development of Outcome 2 of the Sharm El Sheikh Adaptation Agenda, launched this week at COP28.

The Sharm el-Sheikh Adaptation Agenda Calls for greater implementation and funding of heat action plans, cross government coordination and policy, and low cost/low carbon cooling.

The target for outcome 2, where GHHIN is listed as a featured partner, is “Multi-sectoral heat action plans and health-sector action plans protect high risk populations (older persons, workers, impoverished, marginalized), for 50% of the populations exposed to extreme heat.”

The 50% target is based on the ambition for the Early Warnings for All to ensure universal coverage for early warning systems by 2027. These must be accompanied by plans to respond to those warnings. WHO estimated that 26 countries currently have heat-health plans (incl. countries like India) and sets the ambition to be 50% of the population covered by heat plans by 2030.

Related Human Settlement outcomes include the following:

  1. One billion people have better design, construction and access to finance to live in decent, safe homes.
  2. Multi-hazard early warning systems have universal coverage
  3. US$1 trillion invested in Nature-based Solutions for communities and urban areas.
  4. Improve social infrastructure and related services to ensure equitable and inclusive access to essential needs and resilience capacities.
